Parent Visa (Subclass 103)
This permanent visa lets a parent of a settled Australian citizen, Australian permanent resident or eligible New Zealand citizen move to Australia.

With this visa, you can

· move to or stay in Australia as a permanent resident 

· sponsor eligible family members to come to Australia

· apply for Australian citizenship if eligible

Some benefits of this visa include

· low cost

· only 2 years waiting period for benefits after obtaining permanent residency (compared to 10 years with paid visa subclasses such as 143)

· after submitting 103, applicants can switch to paid subclass 143 at any time without re-queuing or submitting supporting materials again

· parents who have submitted 103 can apply for a visitor visa for up to 5 years

 

Eligibility Requirements

To be eligible for this visa, the following conditions must be met:

· the sponsor cannot have sponsorship limitations apply to you*

· your child must be an Australian permanent resident/citizen or New Zealand citizen and has been legally residing in Australia for at least two years.

· pass the Balance of Family test (e.g. if there are three children, one is an Australian citizen and two are Chinese residents, then this requirement is not met)*

· generally, the sponsor needs to have a legal visa to reside in Australia in the past two years (not necessarily both years are PR status)

· you must meet health and character requirements

· if the applicant is in Australia, the current visa cannot have clause 8503

*Balance of Family Test: Refers to the requirement that the applicant has more than half of their children residing in Australia or having more children residing in Australia than in any other country. To meet this requirement, the main applicant must meet the following conditions:

  1. At least half of the applicant's children are Australian citizens or permanent residents and reside in Australia, or

  2. There are more children who are Australian permanent residents in Australia than in any other country. Children involved in the Balance of Family test include children, stepchildren, adopted children, etc.

 

Australian children who wish to sponsor their parents must provide the following:

· birth certificate with the name of the parents to be sponsored

· proof of Australian permanent residency or citizenship

· proof of legal residence in Australia for at least 2 years, such as utility bills, bank statements, phone bills, etc. displaying an Australian address
